Voting Question: go abroad to france or italy?

i want to go abroad to italy or france, i'm in high school. i want to go specifically for art and music. i don't think that if i go to paris for a day i'll be able to paint like monet, i just think it would be a great experience and i need some fun too! i want to learn and experience the culture, but party, eat food and have some major adventures too. which country (other as well) would you recommend, and what are some good art focused foreign exchange programs? it would be fine if it was over the summer, and how do you get financial aid?...
